New GMs for Grey District Council in 2025
Grey District Council is pleased to announce the appointment of two accomplished West Coast leaders, Penny Kirk and Peter O’Sullivan, to its Executive Leadership Team. Their expertise and passion for community and economic development will play a vital role in driving Council's objectives. Both will officially begin their roles on 10 February 2025.
During the recruitment process for the Group Manager Community and Regulatory Services position, Council identified two standout candidates with complementary strengths who could each bring immense value to the organisation. Following the recent resignation of the People and Capabilities Business Partner Council took the opportunity to restructure its leadership roles, enabling it to secure both candidates but keep its leadership positions.
Group Manager Community – Penny Kirk
Penny Kirk brings a wealth of experience in community engagement and development and is currently a Senior Advisor with the Ministry of Social Development. With a strong background in local government, Penny has worked as an Engagement and Policy Facilitator and previously served as Acting Community Development Manager at Grey District Council. Her leadership was instrumental in delivering a successful 2021 Long-Term Plan engagement process, demonstrating her ability to connect with stakeholders and deliver strategic outcomes.
Group Manager Economic Development and Regulatory Services – Peter O’Sullivan
Peter O’Sullivan joins the Council with extensive leadership experience across infrastructure, extractive industries, and community projects. As a former General Manager of Minerals West Coast and Manager of Teaching and Learning at Tai Poutini Polytechnic, Peter has demonstrated expertise in building high-performing teams and delivering large-scale projects.
The Group Manager Corporate Services position remains vacant after an initial recruitment effort and will be revisited in the new year to secure the right candidate.
