Grey District Council has a new streamlined pre-qualification process for health and safety.
The Tōtika Pre-qualification Standard system is used to pre-qualify contractors. The process ensures councils are using contractors who use effective health and safety management systems and are holding current and relevant insurances.
This system is a nationally recognised health and safety pre-qualification scheme. It will help us to meet our health and safety responsibilities. We must ensure that our contractors have effective health and safety management systems to prevent harm to people and the environment, or damage to property. This applies to contractors working for or on council assets and/or supplying services.
Benefits to Council
This new approach to contractor management will introduce a consistent and aligned model. Grey District Council will have assurance that our contractors are meeting their obligations and responsibilities under the Health and Safety at Work Act 2015.
We need to understand the health and safety profile of all contractors, to:
- improve safety in our worksites and reduce harm
- measure improvement over time
- enable effective reporting
- support more effective identification, assessment, analysis and management of hazards/risks
- understand the incidents and events that occur whilst undertaking Grey District Council works
- make sure contractors undertaking work for Grey District Council are following required processes
Contractor prequalification and safety maturity data will be housed in a ‘data lake’. We will use aggregated data and insights from all contractors to monitor progress. We will work in partnership with our contractors, to improve safety performance and outcomes.

Contractors and sub-contractors who carry out services for (participating) councils, must apply to become pre-qualified every two years. Insurance renewals are done annually.
Should these expire in the system, Councils will not allow you to carry out work for them until renewals are received.

Category 1 (upto 20 employees): $299 +gst
Category 2 (upto 200 employees): $849 +gst
Category 3 (contract excess of NZ$20M): $1199 +gst
