What is the Representation Review?
This is a review of the makeup of Council and its governance. We need to look at our ward boundaries, the names we have called them, and how many elected members we need to effectively represent those living within the wards. We also need to consider community boards and communities of interest.
Council must decide on an initial proposal for consultation with the community.
Why are we reviewing our representation?
Council is required under the Local Electoral Act 2001, to review its representation at least every six (6) years. The last review was undertaken for the 2019 local government elections.
The representation arrangements decided on during this process will be used for the 2025 local government elections.
What is the Initial Proposal?
On 13 May 2024 the Grey District Council reviewed its representation arrangments and resolved that the following proposal apply for the Council elections to be held on 11 October 2025.
Four (4) Wards - (status quo)
The Northern Ward
Including primarily Runanga, Rapahoe and Barrytown as historically coal mining settlements
The Eastern Ward
including settlements like Blackball, Stillwater, Dobson, Nelson Creek, Ngahere and
Moana as traditionally farming and farming related areas. Moana is perhaps not quite aligned but
with a mostly weekend population and its distance away from other more residential settlements, a
change of Ward boundaries has not been deemed as productive at this point.
The Southern Ward
Including Karoro, South Beach, Gladstone, Camerons, and the new residential
areas in the Paroa area, as the more modern, residential development area with a predominantly
young, white-collar population.
The Central Ward
being Greymouth, Blaketown and Cobden as the original Greymouth area housing an established and slightly older population with a long-established social cohesion.
Eight (8) Councillors - Representation across the four wards will continue to be (status quo):
- One (1) for the Northern Ward
- Two (2) for the Eastern Ward
- Three (3) for the Central Ward
- Two (2) for the Southern Ward
One (1) Mayor – elected at large (status quo)

Persons with an interest in the proposed representation arrangements are invited to make written submissions on the Council's representation proposal. Submissions are to be forwarded to:
